ICE Arrests 5 Illegal Alien Criminals

Here is a April 28, 2006 news release from US Immigration & Customs Enforcement:

Five violent criminal aliens arrested by ICE special agents in North Carolina

CHARLOTTE, NC -- A total of five violent criminal aliens were arrested here in the past two weeks by U.S. Immigration and Customs Enforcement (ICE) special agents acting on information received from local law enforcement agencies and citizens in the community.


Among the arrested were:

Criminally convicted 17 times: Assault, Larceny, Trespassing

All were processed by ICE special agents for removal from the United States and remain in ICE custody awaiting the outcome of their cases. They represent the countries of Mexico and Brazil.

These criminal aliens have extensive criminal histories ranging from drug violations to assault with a deadly weapon. Between them, these individuals have been convicted of seventy-nine criminal acts while being unlawfully present in the United States.

"We intend to continue to use all of the authorities available to ICE to ensure that habitual criminals like these are removed from our communities,” said Jeff Jordan, assistant special-agent-in-charge of ICE in Charlotte. "These individuals will no longer prey on our community."

ICE agents conduct operations every day in locations around the country as part of their efforts to protect the nation and uphold public safety. These operations are not random sweeps, but carefully planned enforcement actions that result from investigative leads and intelligence.

Police Crackdown on Liquor Houses

The Charlotte Observer published an article today about the danger of "liquor houses" in Charlotte neighborhoods.

Two weeks after police said a 21-year-old woman was found shot to death inside an illegal liquor house where neighbors reported wild, all-night parties, officers say they have stepped up efforts to shut them down.

Investigators, prompted by three deaths in the past 13 months linked to the after-hours parties, are teaching patrol officers and community members to recognize liquor houses. They're making cases against proprietors and encouraging landlords to help get rid of renters up to no good.

It's hard to pinpoint the exact number of liquor houses in Charlotte, said Charlotte-Mecklenburg police vice Officer T. Mack, but police are sure of one thing: Many serve more than liquor. "You're subject to find just about anything in a liquor house -- from the alcohol to the drugs to the guns to the sex," said Mack. "Some of these places are becoming a one-stop shop for everything."

Often, houses have bouncers at the door, searching people for weapons and looking out for police, occasionally going inside to break up fights. Inside, officers have found elaborate setups -- furnitureless rooms that look like clubs, expensive liquor, pool tables and big-screen TVs.
Many liquor houses charge at the door. Proprietors also charge by the drink, sometimes $3 to $4 a shot, and may have a hand in drug sales, gambling and prostitution, police said.

It's not always easy to screen a liquor-house renter -- proprietors sometimes pay someone else to put a name on the lease. Neighbors are often surprised to see their once-quiet neighborhoods transformed.

"I knew something wasn't right," said Perry Lindsay, 47, who lives around the corner from what police say was a liquor house on Fleming Street.

Fatal consequences:

Tywa She'Conda Jones, 21, was found dead inside an after-hours spot near Sugar Creek Road and The Plaza at about 5:30 a.m. April 15.The liquor house she was in had been throwing wild, all-night parties on weekends for almost a month, neighbors said. Police records show officers came to the house on April 8 after calls about a shooting, but found only bullet casings. On the night Jones died, police responded to several noise complaints from neighbors.
Homicide detectives are still seeking the assailant.

• Jamon Baker was found at the illegal liquor house on Fleming Street at about 6:30 a.m. on July 27, 2005. Baker, 28, died at Carolinas Medical Center. Two others were also shot, but survived.
Arbrey Moore, 22, has been charged with the murder, two counts of assault with a deadly weapon and possession of a firearm by a convicted felon.

• Police say Anthony Dezon Williams Jr. spent his last night at a liquor house. Homicide Capt. Sean Mulhall said Williams was shot at or near an after-hours spot on North Ramsey Street on March 14, 2005. A woman driving him to the hospital in a 1984 Chevrolet lost control of the car on the Brookshire Freeway just before 4 a.m. The car hit a tree, sending both passengers to the hospital, where Williams was pronounced dead. Police are still looking for the shooter.

Enforcement:


Mack said officers are trying to identify and close liquor houses, but admits it's harder than complaining neighbors may think. "They get shut down and another one will pop back up," he said.

Officers said uncooperative landlords or complacent neighbors often make it hard. Sometimes, it's hard to tell the difference between a liquor house and a regular party. Vice officers said they have not made alcohol-related arrests at the three houses where homicides happened because investigations focus on solving the slayings.

The best resource, officers said, is often neighbors. "The squeaky wheel gets the grease," said vice officer Shannon Updegraff. "If it's a continual thing- every Friday and Saturday for two and three weeks -- call police."

Rapist on the loose in Charlotte

Police are warning residents to be on the look out for a man who is believed to have raped two women in Charlotte. DNA collected from the two crime scenes linked the suspect to both incidents.

The attacks happened in northwest Charlotte during 2005. One incident was on Parkside Drive (L) in August and the other incident was on Dakota Street (R) in November.

In both cases, the victims were taken to another location and raped. The first victim was abducted from a bus stop at knifepoint. The second victim got in the car when offered a ride.

Police describe the suspect as a white man in his mid to late 20's. He is about 5'6" to 5'8" tall and has a stocky build. The suspect has brown hair and, possibly, a mustache and goatee.

They think he is familiar with the neighborhood. In the past month, he has been seen driving a burgundy mini van with wood grain paneling.

Missing UNCC Student- Found

Update: Le Duong has been found safe and sound in another state. Apparently, she left with friends voluntarily.

20 year old Le Duong is missing. She was last seen Wednesday morning when her older brother dropped her off on the UNCC campus.

It was not like Le Duong to just disappear. WCNC interviewed Le's Brother. "She's been a very good girl. She comes home and school and come home and study and that's it. She doesn’t ever go out," Bac Duong said.

Duong was dropped off at 9 am at the parking deck on the East side of campus.

"No telling what could have happened. We always hope that there is some kind of miscommunication, but if anything suspicious did occur we are hoping that with all the traffic around here that someone may have seen something," Hall said.

Duong did not attend class on Thursday. She is described as an Asian female who is 5'1" tall and weighs 100 pounds. She has shoulder-length, black hair and was carrying a light blue backpack.

Charlotte police and campus police have put out an alert on this case. Thursday, officers had a lot of questions and no answers. Anyone with information about Le Duong is asked to call 911.

Charlotte Catholic H.S. Teacher Suspended

Update: 5/17/06- The Mecklenburg County District Attorney's office will not press charges against a Charlotte Catholic High School teacher accused of having an inappropriate relationship with a student. The district attorney said the allegations lacked physical and supporting evidence. (Link to article)

A teacher from Charlotte Catholic High School was suspended Monday after allegations surfaced of his improper sexual conduct with a student.

A letter that was sent home to parents written by the Diocese of Charlotte and the letter stated that Principal Gerald Healy was made aware of the situation after a senior student came forward and said that an incident occurred two years ago at the teacher’s home.

Healy immediately approached the teacher about the allegations and the teacher reportedly denied the allegations. The teacher was suspended immediately following the meeting with Healy.

The accused teacher passed a background check before being hired by the school and has been employed by them since 2001. No other allegations against the teacher have ever been reported to the Charlotte Diocese, according to the letter.

The alleged incident was reported to the Mecklenburg County Department of Social Services. No names or ages have been released at this time.

3 Convicted on Drug & Prostitution Charges

A federal jury has convicted three Charlotte men of operating a drug and prostitution ring in which 10 girls- some as young as 14, had sex with as many as 10 men a night. The escort service was run by the Howard boys' mother, Ila Mae Howard, 42. (R) She pleaded guilty in federal court before the trial began and is awaiting sentencing.

Tracy McDaniel Howard, 21, (L) David Leonarde Howard, 25, (R) and Nicholas Jermaine Ragin, 25, (Bottom L) each face mandatory minimum sentences of at least 10 years in prison and could be sent away for life- as they should be!

If you search the Mecklenburg County arrest records, you will see this crime was not the first for any of the boys involved. Clearly, they had no parental guidance so if they are released from jail- I am sure a lifetime of crime is ahead.

According to a News 14 Carolina article, the three were convicted after a 3 week trial that ended Friday.


Assistant U.S. Attorney Karen Marston stated that the six girls told jurors customers at apartment complexes paid $25 for 15 minutes of sex with them. The girls were also driven to homes and hotels in Lake Norman, Ballantyne, and uptown Charlotte, including the Westin, to have sex with men who paid $200 each, Marston said.

Marston said the girls testified that they worked for the brothers at North Pointe, Maple Run and The Park apartments. They also said they did some work at a place on Eastway Drive nicknamed "Little Mexico," which was torn down in 2004 because of what authorities called Third World-country living conditions.

The three men were found guilty of conspiracy to commit coercion and enticement of women, including juveniles, to engage in prostitution, as well as conspiracy to possess with the intent to distribute over 50 grams of crack cocaine.

"This case demonstrated how devastating prostitution, drug trafficking and gun toting can be for the Charlotte community," U.S. Attorney Gretchen Shappert said in a written statement. "The victims were preyed upon by individuals with no regard for their dignity."

One girl told jurors that she ran away but was caught after three weeks and beaten with a belt. The girls testified that they kept none of the money they made, according to Marston. Six girls said they were teenage runaways when they went to work for the Howard brothers between 2001 and 2004. Others were older women addicted to drugs or with mental health issues. The girls said they were given food, clothing and a place to live but were forced to prostitute themselves.

Ragin was responsible for driving the girls to work and sometimes lived with them to monitor them, Marston said.

A fourth man, Oscar Mario Solano-Sanchez, 47,(R) was also convicted during the trial that ended Friday. He was found guilty of drug conspiracy.

Gastonia Bank Robbery

UPDATE: Gastonia police have made an arrest in a robbery which happened at a Wachovia bank Monday morning. They have arrested and charged Travis Carter, 25, of Barkley Street in Gastonia. Carter is being held in the Gaston County Jail. In addition to Monday's bank robbery, he is also charged with a robbery at the CVS on Court Drive which happened Friday.

Isn't it amazing how clear surveillance photos are? Not always I know- but it seems in the recent local bank robberies, we have some pretty good shots of the suspects.

A Wachovia branch located at 110 Franklin Boulevard in Gaston County was robbed this morning around 10:50. Police said the robber was by himself and threatened to use a gun during the robbery, although he never showed one.

Police said he fled the scene on foot with an undisclosed amount of cash. Police released surveillance photos of the suspect in hopes that someone may recognize him. No one was hurt in the robbery.

WANTED: 2 Gang Members

CMPD is looking for two suspected gang members. Both men are considered armed and dangerous. Sophone Chareunphong and Jovy Nanthavong are both wanted on numerous felony charges, including attempted murder, assault with a deadly weapon, first-degree burglary, robbery and second-degree kidnapping.
